We should substitute each and check in this case:
The maximum value can only be -3

is 4 - 2(2) ≤ -3 ?
Lets check:
4 - 4 ≤ -3
0 ≤ -3 ⇔ this is wrong

The solution is the last one because:
-1 - 2(1) ≤ -3
-3 ≤ -3
