Just plug in the answer choices and see which one works.
(x,y)
^ ^
Plug in the x-value for x in the equation and do the same for y.

Let's try answer choice D (because I already know it's correct).
(1,-1)
^ ^
x y

The equation is:
y-2x \leq -3
Plug in!

(-1)-2(1) \leq -3\\-3 \leq -3\\\\\sf\ Answer: D

We should substitute each and check in this case:
The maximum value can only be -3

is 4 - 2(2) ≤ -3 ?
Lets check:
4 - 4 ≤ -3
0 ≤ -3 ⇔ this is wrong

The solution is the last one because:
-1 - 2(1) ≤ -3
-3 ≤ -3

(1,-1)
