SUBTRACT 4 to BOTH SIDES

-9x + 4 - 4 < 40 - 4
SIMPLIFY IT!

-9x < 40 - 4

-9x < 36

DIVIDE -9 to BOTH SIDES

-9x/-9 < 36/-9

SIMPLIFY IT!

x < 36/-9

x < -4
