b = y intercept(when x=0)
m = slope

You need to find the y intercept. Use your coordinates and substitute it in the slope intercept equation.

we use (6, -8)

y = mx + b

Then, -8 = -3/2(6) + b

-8 = -9 + b
1 = b

Thus,

y = -3/2x + 1
