a). Rate of the function = slope of the function

=
(y_2-y_1)/(x_2-x_1)

Where
(x_1,y_1) and
(x_2,y_2) are the points through which the function is passing.

Let the two points from the table are (-2, 0) and (-1, 6),

Rate =
(6-0)/(-1+2) = 6

b). Starting value of the function = y-intercept = 12

(Since, y-intercept means y-value at x = 0)

c). Since, slope intercept form of the linear function is,

y = mx + b

y = 6x + 12
