There is a common factor on the coefficients of both variables that you can pull out to make the equation more simple to read.

4c - 2y

Notice how both 4 and 2 have a common factor of 2. So, we can pull it out by dividing both terms by 2.

Then we get

2(2c - 1y)

As an answer.

You can check to make sure this is right by multiplying the 2 back in.

It’s distributive property. GCF of 4 and 2 is 2 you put the GCF value in the parenthesis so 2(2c - 1y)
