Do you think that individual states could effectively control emissions from coal burning if their neighboring states did not also employ the strategies to limit toxic emissions?

Answer 1

No. Each state is different in terms of environment and have different governors and elected officials with different views. I doubt they would like people who don’t live in their state telling them what to do.
