Why would a government have to be very careful when it decides which goods should have a tariff? How do these decisions influence trade in the home country?

Answer:

Tarrifs are imposed by a government to make imported goods more costly so in that way domestic goods become more appealing than imported goods. So basically, tarrifs make imported goods less attractive than domestic goods.
