1)Pennsylvania was settled by the Quakers, who wanted to have freedom to practice their faith without interference. Georgia was settled by people who had been in debtor's prison in England. They hoped to experience economic freedom and a new life in the New World.

2)Its primary purpose was to unite the Puritan colonies in support of the church, and for defense against the American Indians and the Dutch colony of New Netherland.
