An infinite number of ratios are equivalent to 3:8. How can that be possible, when the multiplication table only goes to 9?

You can have an infinite number of ratios are equivalent to 3:8 if you multiply this fraction by a fraction equivalent to 1 ( for example 2/2 3/3 4/4....)

3/8 x 2/2 = 6/16

3/8 = 0.375

6/16= 0.375
