I believe the resistance of the new wire with a diameter of 8 will be 1.06 repeating or 1.07 ohms rounded up. 0.4 ohms divided by 3 millimeters is roughly 0.13 so 0.13 times 8 is roughly 1.06 or 1.07 rounded up.
