The lack of food caused a loss of money and people. Not only that, but the loss of taxes made it harder to pay for military campaigns. On top of that, the military went down with the plague. Because of that they relied on new and young recruits who had no experience. They also relied on barbaric mercenaries...it didn't turn out well. The only reason they defeated the Moors was because of the mercenaries. Despite all of their efforts and the temporary recovery, the plague stood strong.
