Simple answer: Because the American government back then was some weak sauce.

Strong answer: Hamilton thought a stronger government was necessary because there was lots loop holes and problems in the government. People also weren't safe or civil, so justice became a thing. Hamilton also established the first national bank as to keep citizens of America's money safe and secure. Hamilton proposed that the federal Treasury take over and pay off all the debt that states had incurred to pay for the American Revolution. The Treasury would issue bonds that rich people would buy, thereby giving the rich a tangible stake in the success of the national government.
