The Articles of Confederation served as the first constitution for the United States. The Articles, like the name suggests, did not really bring the states together as a whole country but instead as a confederation. So while all of the states were tied together by this everyone still felt more attached to their state than "country". Shortly after the Articles were ratified people realized they were ineffective for a number of reasons that all spawned from an extremely weak federal government. The Federal government could not tax, have a large army, or control the states in any way; additionally, there was no executive branch to enforce laws. In the end, the Articles were replaced by the stronger Constitution of America.
