Plug it in.

y = -1, y1 = 1

x = 3, x1 = 1

-1 - 1 = m( 3 - 1)

-2 = 2m

m = -1

The slope is -1

y = -x +b

-1 = -3 +b

b = 2

The equation is y = -x + 2

Hope this helps.
