Recall that a perpendicular line to the expression:

2 x + 3 y = 15

3 y = - 2 x + 15

y = - 2/3 x + 15/3

is going to have a slope equal to the opposite of the reciprocal of the original (-2/3) slope. So, the slope of the perpendicular line must be: 3/2.

We use this value in a general point-slope form of a line, where we use the point (2, -8) :

y - (-8) = 3/2 (x - 2)

y + 8 = 3/2 x - 3*2/2

y + 8 = 3/2 x - 3
