Based on the text, what is a difference between the USA and Surinam when driving?

In English, the text says " be 18 years old to drive. However, not everything is different because in all three countries they tell you: put on your seatbelt and don't send messages while driving. If the police from Argentina, Suriname or the United States see you, they can give you a fine." So nothing is different, other than the rules of driving the countries have. Say one country can let you do a certain thing while driving but the other country doesn't let you do that certain thing the other country does.
