Lincoln's plan for reconstruction involved forgiving the South in hopes of preserving the Union and keeping peace. He wanted the South to be able to rejoin the Union with little stipulations but still making sure that they will stay loyal to the country. In his plan, only 10% of voters had to swear loyalty to the Union. Lincoln's plan also pardoned Confederates and allowed them to keep their property, with the exception of some of the higher Confederate officials. Andrew Johnson, as a Democrat, favored the South and wanted to allow them full freedom and not help African American freemen whatsoever. He pardoned many of the higher Confederate officials and he didn't think that the south was in the wrong as much. The Congressional plan (Radical Republicans) involved punishing the south, making them propose a state Constitution that had to be approved by Congress and 50% of voters had to swear loyalty to the Union. The RR plan also included "40 acres and a mule" which was a plan to give confiscated Confederate land to freemen so that they could have a farm and make a living.
