Explanation:

Parallel line share the same slope, therefore we can put any parallel line of y = 2 (x + 1) in equation as: y = 2x + k

As the parallel has to intercept with point (2/3, 1/3), simply put the coordinate into the equation to get value of k

2/3 = 2(1/3) + k

k = 0

Therefore the equation of this parallel line is y = 2x
