4, 1, 2, 3

Explanation:

9 and 3/4 as a decimal is 9.75 and if you add a zero you can compare it to the other numbers which means 9.750 is the greatest

9.5 when given two zeros will give you 9.500 which makes it the second greatest

9 and 3/8 changed to an improper fraction gives you 75/8 and that as a decimal is 9.375

and we already have 9.125 which u can see is less than the rest
