Okay let’s get started

C - 9 = 5c - 3

So to do this you want to get rid of the 9 on the left side, so let’s add 9 to Both sides

C-9+9 = 5c-3+9

So we get this

C = 5c+6

Now we want to get rid of the 5c on the right side, so let’s subtract 5c from both sides

C-5c = 5c+6-5c

Then we have

-4c = 6

Finally we want to get c by itself, so let’s divide -4 from both sides

-4c/-4 = 6/-4

Then we get

C = -3/2

Or, in decimal form,

C = -1.5
