You can rewrite it as: (using the law of dividing exponents)

9^(2-7) = 9^(-5) = 1/(9^5)

Answer:

1/ 9^5

Explanation:

When dividing exponents with the same base, subtract the exponents

9^2 / 9^7

9 ^ (2-7)

9^ -5

We know that a^ -b = 1/ a^b

1/ 9^5
