Hey there! I'm happy to help!

Let's flip the equation so x is on the left. We want to isolate x to see what it equals.

4x+3=-13

We subtract 3 from both sides.

4x=-16

We divide both sides by 4.

x=-4.

Have a wonderful day! :D

Answer:

\boxed{ \bold{ \huge{ \boxed{ \sf{x = - 4}}}}}

Explanation:

\sf{ - 13 = 4x + 3}

Swap the sides of the equation

\longrightarrow{ \sf{4x + 3 = - 13}}

Move 3 to right hand side and change it's sign

\longrightarrow{ \sf{4x = - 13 - 3}}

The negative integers are always added but posses the negative ( - ) sign

\longrightarrow{ \sf{4x = - 16}}

Divide both sides by 4

\longrightarrow{ \sf{ (4x)/(4) = ( - 16)/(4)}}

Calculate

\longrightarrow{ \sf{x = - 4}}

Hope I helped!

Best regards! :D
