He first asks why there should even be government, but then explains that without it, there would be no structure and no reason to follow rules, making the passions of man unjust. To me, Hamilton is stating that government and the rules and constraints put in place by government are necessary to stop mankind from outputting their own reasons on to others. He believes to be a successful society, with meaning justice, a government is essential.
