Smoke like cigarettes ? If yes then no , cold temperatures actually make smoke smell more on you. because, the smoke get stuck with the dry air in the winter . Which makes the smoke even stick with clothes of the people .

If you are talking about smoke in the air from anything that produces smoke then yes when there are cold temps people tend to not go outside much not drive around much not do campfires and that does bring down the smoke in that given area
