Disadvantages - There seems a lack of unity sometimes and lack common interest.

Federal Government

Advantages - There is a unity in federal and the local representatives or government looks after the local issues.

- Greater participation in the decision making process by the people and the government.

Disadvantages - There can be duplication of various welfare policies and programmes.
