Our focus here will be on the figures inside () to start on with; considering these figures are - & + accordingly:-

( (-16) + 4 ) ÷ ( (-2) + 5 )
= (-16 + 4) ÷ (-2 + 5)
= (-12) ÷ (+3)
= -4

So, the answer is (-4)
