The Article II, Section 2 of the American Constitution exactly quotes that the "President shall have Power, by and with the Advice and Consent of the Senate to make Treaties, provided two thirds of the Senators present concur.”

This means that the power to make decisions and treaties is shared between the president and the senate. The president can not alone make the decision nor the senate alone without recommending the idea to the president.
