Radius 6
Here is the solution
x (x + 14) + (y - 4) y + 17 = 0
x^2 + 14 x + y^2 + 17 = 4 y
(x + 7)^2 + (y - 2)^2 - 36 = 0
1/36 (x + 7)^2 + 1/36 (y - 2)^2 = 1
