Answer: 1988 x 10^-3

Step-by-step explanation:
(8 x 1011)/(4x1017)
= 8(1000+11)/4(1000 + 17)
= 2(1000+11)/1017
= 2022/1017 is approximately 1.988
Which in standard form 1988 x 10^-3
