Explanation

We know when x = 0, y has to be 3 (y intercept).

Therefore y>= or <= 2x + 4 is wrong since substituting x = 0 gives y=4.

Since you need the shaded part of the graph that’s under the line you need all the y values that are smaller than and equal to the inequality.

If it was greater than or smaller to the area above the line would be shaded.
