Process of elimination first- The looking down from a tree answer just doesn't make any sense, and although the other sometimes speaks in present tense or of things going to happen, it doesn't mean he can see the future. He talks in a very creative way to spark the readers own imagination. Also the title, called "Foreign Lands" helps one come to the conclusion of in terms of how hes speaking, hes describing a new place.
