The answer is B
First you plug in 0 for x and 3(0) is 0 so you are left with -7y = 28 so you solve that 28/-7 is -4. Then you plug that back into your original equation
3x -7(-4) = 28
3x + 28 = 28
-28. -28
3x = 0
Divide by 3
X= 0
y = -4
(0,-4)

I believe the answer is B, I substituted it in and it was 3(0) - 7(-4) = 28
0+28=28
28=28
