Explanation:

Since x has an absolute value sign around it this means that all the values will be positive which includes negative numbers.

Since the solution must be less than 10 we need all values under 10 which is 1-9.9 repeating. we can show the 9.9 repeating with an open circle on the value of 10. This also goes for the negative values for x as we can go up to -9.9 repeating because it will become positive.
