We can use process of elimination for this one!

Dimensions that give the same area will be dimensions that result in an area of 70. (You can find the area of a rectangle by multiplying the base by the height).

8 by 11 would give us an area of 88, so that's incorrect.

4 by 15 would give us an area of 60, so that's also incorrect.

30 by 40 would give us an area of 1200, which is WAYYY off, so that is incorrect as well.

Last, but not least, we have 2 by 35. This gives us an area of 70, and a perimeter of 74. That's the same area, but a different perimeter, satisfying all criteria.
