The first major thing FDR always did in his speeches was to treat the United States as a "team", in that he made everyone feel like they should rally around a common cause.

The first thing he did was say "In every dark hour of our national life a leadership of frankness and vigor has met with that understanding and support of the people themselves which is essential to victory. I am convinced that you will again give that support to leadership in these critical days." This means that he understands what the people are going through and if they were to choose him, he would give that support needed.

The second thing he did was say "... ; that if we are to go forward, we must move as a trained and loyal army willing to sacrifice for the good of a common discipline, because without such discipline no progress is made, no leadership becomes effective." This compares the people of America to those who serve our country. This comparison shows how the American people will come together, like soldiers, and have victory as an outcome.

He decided to make a speech to assure the people that he is working towards reviving the economy. He also states that there will be "a strict supervision of all banking and credit facilities" this is to prevent a future crash of the stock market.
