How can food handlers reduce bacteria when preparing vegetables?.

Deep cleaning of the vegetables and the supplies, gloves, and just overall cleanliness would help, do not try the material and do what you need. After every batch clean down the tables and replace your gloves. if you need to sneeze, cough or cry, do so away from the food and replace said gloves.
