Sometimes the problem could be driver related. In which case, you will need to search for and install the latest driver for that scanner.
If this is done and the problem persists, then one may look at the device manager to ensure that there are no resource conflicts. This is more so given that there are internal SCSI devices. So the solution can come from simply trying another PCI slot if there is a SCSI card involved.
Another problem that may cause this problem is bent pins in the SCSI cable. This once is corrected and re-inserted can resolve the problem. Alternatively, one can just replace the cable.
