As Texas came to rely on agriculture to sustain its economy, it allowed other industries to lapse in their growth. The manufacturing industry did not flourish in Texas because Texans relied on the many Northern factories to supply what they needed through trade of agricultural products. In addition, the Texas government did not return much of the money it gained from agriculture into its transportation system. Transportation through Texas was very difficult as roads were not maintained and new roads were seldom built. Railroad construction had begun, but moved forward slowly without much emphasis. Because of its agricultural economy, most Texans lived in rural areas where large amounts of land were available to farm. There were few cities in Texas at the time, and they did not thrive like the cities in the North, where factories steered the economy.
