The third option: y= a(x-3)^2+ -2
The equation of a parabola is
y= a(x-h)^2+ k with the vertex at (h,k)
Since the vertex, or the lowest/highest point of the graph is at (3,-2), your equation is y= a(x-3)^2+ -2, the 3rd option.
