Explanation:

The equation of the line is x= 3

A relation between two sets is said to be a function only when each and every element of the first set have one and only unique image in the second set.

But since the x= 3 have more than one y -value , it is not a function.

A function can be determined by the simple verticale line test: if you were to draw a verticale line through the data and it passes through more than one point of it, it is not a function. Since a verticale line in this situation would pass through the whole of the data, it is NOT a function, so that rules out B, D, and E. A is correct, because the equation of the line is x=3.
