The first number is the x coordinate. If it is POSITIVE count RIGHT, from the origin the number of places it says. If it's NEGATIVE count LEFT.

Likewise the second number is the y coordinate If it is POSITIVE count UP, from the origin the number of places it says. If it's NEGATIVE count DOWN.

(-3,3) is not part of the solution because the point three left three up is unshaded.

(1,4) is part of the solution because the point 1 right, four up is shaded.
