Draw radius lines to each point of intersection (P, K, and M). These radius lines are perpendicular to the tangent lines. Since the radius lines are equal length, the quadrilaterals formed are kites. Therefore, the other pair of legs of the kite must also be equal.

That means that if OP = 3, then OM = 3. And if JP = 2, then JK = 2. LK = 9 − 2 = 7, so LM = 7.

The perimeter of the triangle is therefore 3 + 3 + 2 + 2 + 7 + 7 = 24.
