120 sections were offered by the Department before the 40% cut

Solution:

Given that, During the budget crisis in California, RCC Business Department was forced to cut 48 sections of classes for the Fall 2011 term

This was a 40% cut

To find: Number of sections offered before 40% cut

Let "x" be the number of sections offered before 40 % cut

From given statement,

40 % of number of sections offered before cut = 48

40 % of x = 48

Solve the above expression for x

\rightarrow 40 \% * x = 48\\\\\rightarrow (40)/(100) * x = 48\\\\\rightarrow 0.4x = 48\\\\\rightarrow x = (48)/(0.4)\\\\\rightarrow x = 120

Thus 120 sections were offered by the Department before the 40% cut
