Explanation:

Every input may have one and only one output.

In all other tables shown, there is more than one output for some input (for example, table A shows that 5 goes to both 3 and 2)

It IS, however, possible for an output to have more than one input. This is because if we were to graph these numbers using the input as the X coordinates and the output as the Y coordinates, we can see that only table B gives us a smooth and continuous line, whereas the other tables show a that there is more that one Y coordinate for a single X.
