y - y1 = m(x - x1) is the equation for point-slope form.

y + 5 = m(x - 3)

Now to solve for the slope, that is (y2 - y1)/(x2 - x1).

(-5 + 5)/(3 + 8)

m = 0

y + 5 = m(x - 3)

y + 5 = 0(x - 3)

y + 5 = 0

y = -5
