What does Zero character development mean?

Zero character development means that a character has remained the same throughly a story, and has not evolved in any of their beliefs/characteristics/perceptions.

Characters with zero character development are also sometimes referred to a static characters, as they have not changed.

An example of a character with zero character development could be a bully who is still a bully even in the end, as they have not learned or changed.

In fiction writing, character development is the process of building a unique, three-dimensional character with depth, personality, and clear motivations. Character development can also refer to the changes a character undergoes over the course of a story as a result of their actions and experiences.
