x = 5 makes 2x≤ 10 true but not 2x < 10 because "≤" means less than or equal to, which means 2x would be the same as 10, so 10 ÷ 2 = 5, x = 5.

2x < 10, when x = 5

2(5) < 10

10 < 10 (10 is less than 10) - that is false

x = 5 does not makes 2x < 10 true because 10 can't be less than 10.
