Explanation:

(64/(4 2/3) = 13.714 books/year

We possibly need to round since 0.714 books is silly, and I don't know if the enty accepts decimals. If it does, then 13.714 is correct (books/year). If not, use the < 14 books/year option. > 13 is also an option. but further from the truth.
