m = (70 - 60)/(4 - 6) = 10/-2 = -5

Using y = mx + b, substitute the value m and use point of your points (4, 70).

y = mx + b

70 = -5(4) + b Now solve for "b".

70 = -20 + b

+20 = +20

90 = b
